I do not think that the Yamaha product managers were convinced that the most musical way of using the sustain pedal with keyboard control is the behavior that we have now (specifically that the sustain pedal does not affect newly enabled parts until the sustain pedal is fully released). I think this behavior is due to how this feature came about.
Remember that this feature (i.e. turning keyboard control on/off with scenes) did not exist in the initial Montage release. It was added 3.5 years after the Montage release with version 3.0 for the Montage and 2.0 for the MODX.
The individual features scenes and keyboard control both were part of the initial release. Actually scenes already existed in the Motif XS/XF, and the Montage just increased the number of scenes from 5 to 8 and added dedicated buttons.
Keyboard control did not exist in the previous models. It was a new feature that helped unify performance and multi mode from the previous models. However, interestingly, keyboard control on the Montage behaves very similar to track select on the Motif XS/XF (regarding the behavior of which keyboard/controller events affect deselected and selected tracks and for how long).
