To be able to see attachments (i.e. pictures), you need to be logged-in in forum. If you browse this forum as a visitor, then those attachments aren't visible.

The reasons behind that are not to prevent people seeing "images" as such. But on a phpbb forum, images are not differentiated from other file types. They are all considered "attachments".
In order to reduce server load from thousands of guests downloading files, I have set it so that only registered users can gain access to the files. The downside to this is that guests cannot also view images.
phpbb is not very nuanced in this respect. Just make sure you are logged into the forum and you should be good to go.
