To clarify:
If the MIDI files you're using are commercial and copyrighted, you generally need permission from the copyright owner to share or distribute the styles you create from them.
The reality is that there are tens of millions of MIDI files out there for which no one is being paid anything and I can't see that situation changing anytime soon. I also don't think you would be sued for using these files or creating styles from them unless you happen to have a huge hit with it. You can be sure the lawyers would be all over you like a bad rash if that were the case!
